§ 46-1. Definitions.

  • For the purposes of this article, the following words and phrases shall have the meanings respectively ascribed to them in this section:

    Commercial waste means all trash and waste produced by or related a non-residential, and it specifically excludes hazardous materials.

    Construction and demolition materials means bricks, blocks, ceiling tiles, cured asphalt floor coverings, floor tile, furniture, glass, glass wire, hardened cement, hardened concrete, insulation materials, mirrors, pipes, plaster, plaster board, structural fabric, untreated lumber, wall tile, metal, tires, and batteries, and specifically excludes the following:

    (1)

    Garbage as defined herein;

    (2)

    Yard waste as defined herein;

    (3)

    Hazardous materials as defined herein.

    Garbage means waste generated typically by residential, household operations, and specifically excludes the following:

    (1)

    Yard waste as defined herein;

    (2)

    Construction and demolition materials as defined herein;

    (3)

    Hazardous materials as defined herein.

    Hazardous materials means sewage, body wastes, industrial by-products, materials containing asbestos, materials containing lead paint, chemicals, treated lumber, railroad cross ties, roofing materials, or any other materials determined to pose a potential threat to persons or the environment by the mayor, Anderson County, or the South Carolina Department of Health and Environmental Control.

    Refuse means garbage, yard waste, construction and demolition materials, hazardous materials as defined herein, or other trash.

    Yard waste means leaves, grass clippings, normal seasonal yard trimmings and pruning such as tree limbs, shrubs, small stumps, vegetative materials, silts, root mats, gravel, rock, topsoil and clay, and specifically excludes the following:

    (1)

    Garbage as defined herein;

    (2)

    Construction and demolition materials as defined herein;

    (3)

    Hazardous materials as defined herein.
